It depicts Uncle Sam screwing Mother-earth. The devilish Moroni character has shot an arrow through the moon such that Uncle Sam can get some bounce in his movement. He extracts blood (symbolic of oil or natural resources from Mother Earth) the Sun aka God is seemingly indifferent and the Banker and Police get away with the loot.
